Lambert has handed on to me your note of the 23rd of May about child labour
in Hong Kong.
. Thomas is of course correct
in considering that he could not under the
Treaty raise the question on the represen- j
tation of an individual, and His Majesty's Government, as a matter of principle, could not be a party to such acourse.
You are no doubt aware that the
matter of child labour in Hong Kong has formed the subject of questions in the
House of Commons, and that the position
and the views of the Government upon it,
have been stated there.
I am enclosing for your own in-
formation, a copy of a memorandum which
has been prepared in the Far East Depart- mant here, it deals mainly with the Chinese
custom of Mui Taal, or the adoption of
servant girls, which Lieutenant Commander
Haalewood appears to confuse with the
question of child labour mentioned by
M.Thomas in the letter you enclosed.
